I do not wish to prolong the debate. which I had not expected to take place. I think it is unfair. however. to let some of these statements go unanswered. Far too many have gone into the record which should have been answered and could have been answered at the time they were made. When we get into the question of immigration. I think it should be remembered that it is difficult to get regulations respecting laws on the subject worked out. With regard to the law under discussion. voluntary organizations entered the picture. I am advised by members of the administration that their objections to the law held up its operation for 60 days.
