I think it is only fair to the President to say that I called his attention to the matter shortly after his state of the Union address. after he took office in 1953. and the President wrote me a letter in which he suggested ten different points to be studied. Those points have been under study. One of the reasons why I went to Europe was to make some of those studies. We have been studying the subject. The refugee bill which I introduced was an administration bill. The President. in a practical way. was trying to carry out what he said he would do about the problem. Not only has the President a record to maintain. but the Members of the Congress have records to maintain.
