This is not wetbacks we are dealing with. This bill has a twofold purpose: One is to provide for this type of labor to come into the United States. which is so badly needed. and the second one is by allowing these people to come in legally. to deter them from coming in illegally. This will help the United States border patrol to do its work rather than hinder it. Under this law it will become necessary. in the event we cannot make an agreement with Mexico. for the United States to recruit this Mexican labor at the border. But what happens if this becomes law?
