Mr. Speaker. before you can begin a discussion. quite often it is well to have a definition of terms. We have been using the term "wetback" here rather indiscriminately. To me a wetback is a Mexican national who comes into this country illegally. one who comes across the border without proper authorization by this Government and by its Immigration Service. This bill does not deal with wetbacks except indirectly. The bill. if passed. will certainly have a very distinct effect upon keeping wetbacks from coming into the United States. These people come over here because there is work to be had.
