This is particularly serious in the case of people who are suffering from communicable diseases. who bring narcotics with them. who are felons. and who belong to Communist organizations. All protective measures of our immigration laws go out the window. After we get the people. it may well be that the Mexican Government will say. "You have given them a job. now you keep them. They are the kind of people that we do not want back in Mexico." If a bilateral agreement. which I have supported on other occasions. is reached. then. of course. this very serious problem cannot arise.
