Newspaper stories printed this morning give the impression that I took a position in the conference which might be characterized as antiItalian. This is a perversion of fact. I have consistently opposed the granting of visas to nationals of any country as such. I have insisted that visas be reserved for bona fide refugees or for persons entitled to priority under the existing Immigration and Nationality Act. I have not insisted on that any more strongly in the case of Italy than in the case of any other country. During the conference. a change was proposed with respect to the number of visas to be granted to Italians who are relatives of citizens of the United States. or of aliens lawfully admitted to the United States for permanent residence. This proposed change. if adopted. would have made the conference bill subject to a point of order. because it went outside the limits of what was done by either House. Mr.
