Mr. President. whether anyone says I have been defeated or whether anyone says I have won a victory. with regard to this bill. I only know that the security of the United States has not been defeated. the Immigration and Nationality Act of 1952 has not been amended or circumvented. the United States has not been committed to any policy of seeking to solve the population problems of the world by migration to our shores. I signed the conference report because it was a report which I helped to shape. a report which involved many concessions to my point of view. Under the circumstances.
