I have therefore considered it my duty to do everything I could to make the legislation as sound and as tight from a security standpoint as possible. In the conference version of this bill. the Senate definitions are preserved. The bill is limited. as I have already pointed out. to refugees and persons who are entitled to preference under the existing Immigration and Nationality Act. No visas are allotted to nationals of any country as such. The Immigration and Nationality Act itself is preserved in its every provision. and all the security and screening provisions of the Immigration and Nationality Act are made applicable to aliens who will enter the country under the provisions of this bill. after it becomes law.
