If there were an employment threat implicit in the bill. certainly the labor unions and the wageearners would be the first to react to it unfavorably. The fact is that there will be no dangerous competition for jobs as the result of this program. America today needs certain types of agricultural and industrial specialists and needs them badly. H. R* 6481 gives priority to such specialists even as does the basic immigration act of 1952. That is as it should be. I am told by the Department of Labor that America today urgently needs more than 6.000 machine operators. 4.000 professional engineers. 2.000 machinists and an equal number of tool and die specialists.
