Speaker. I wish to declare my support of this measure both because it. is in the selfinterest of the United States and because it is in line with our humanitarian traditions. If we believe Europe is important to us. we owe it to ourselves to make this contribution to solution of the overpopulation and refugee problem. Overpopulation. aggravated by a recent influx of new refugees from Communist tyranny. continues to be a major problem in Western Europe. Greece. and Turkey. Italy has at least 2 million unemployed. a major factor of Communist strength in the recent elections. Two of our smaller NATO allies. Greece. and the Netherlands. must find emigration outlets for large numbers of their people. You all know of the refugees from the East who have fled and are fleeing into Western Germany. Berlin. Austria. and Trieste.
