In large part. these efforts have been successful in absorbing new workers entering the labor market each year. But they have not met the problem of the backlog created by the dislocations of the wartime and immediate postwar years. Substantial emigration to countries outside Europe continues to be required. Obviously. the United States cannot solve this problem by its own efforts alone. Other countries can and are making substantial contributions to the problem. In the 6year period 194651 overseas migrations have drained off approximately oneeighth of the natural growth of Europes population. Net emigration out of Europe averaged 450.000 per year. While the United States received approximately onefourth of the net total of European overseas migrants during this period00.000 personsit was not far ahead of a number of other countries. Canada. Australia. and Argentina each absorbed roughly 500.000.
