I did not think the Stratton bill was well consideredif for no deeper reason. than because I did not think it could get itself reported from committee. or through the House. At the same time. I was concerned because of a seeming lack of enthusiastic interest on the part of our Subcommittee on Immigration and Naturalization. for which committee. and particularly for its chairman. I have a deep and affectionate regard. I did not permit myself to criticize them. the primary responsibility was theirs. not mine. but I did venture to suggest even then that we might try the experiment of taking 100.000. in 1 year. without destroying any of the foundations of our Republic.
