Mr. President. I call to the attention of the Senator the fact that he has injected a completely new issue in the argument in that he admits that his amendment applies to persons who have come here by underground means. and are not lawful entries. and applies. to those persons who have come here in small ships and have irregularly landed on our shores but are not lawful entries. Whereas as I had understood the. presentation of his amendment heretofore. the Senator from Connecticut was very carefully confining its application to persons lawfully entering the United States and here under- lawful visas.
