I reply to that statement by saying that the fair implication of what my distinguished friend has said is that thepeople who could come in under this particular provision are all people of wealth and means who came here because they had money. That is not so. There are a great number of refugees who came here and barely arrived here. men who braved the oceans in small ships. persons of that kind. persons who got here by the underground. They have no means. They are dependent upon their friends anc" their relatives who have taken them in.
