I oppose the amendment for two reasons. In the first place it is not necessary to grant relief to those persons who are entitled to stay here. In the second place the amendment grants a refuge to persons who came here as temporary visitors who now ask to be made permanent residents of this country. I think it will afford. If I may say so. a way to evade the immigration laws. Without further discussion. I submit that the amendment should be rejected.
