The amendment. I am introducing today. would amend the Senate bill in such fashion as to eliminate inequities arising under this provision which I have pointed out section 4 of the corresponding House bill fails to do. Further than that. this amendment provides that the admission of each of these people would reduce by one. the immigration quota of the country to which his admission is chargeable as defined under the present immigration law. This would be taken from a quota for the fiscal year then current. or the next succeeding year in which a quota number is available. but not more than 50 percent of any quota could be used for this purpose in any given fiscal year. Section 4 of the House bill covers these aliens who entered this country prior to March 15.
