It not only embodies a socalled form of home rule. but it entirely reorganizes the District government. It invades the jurisdiction of the Committee on Civil Service. It provides that all of the Federal employees in the District of Columbia shall be covered into the civil service. and if they run out of District jobs. then they can transfer to the Federal Government. irrespective of the quota law. It would thereby circumvent the quota law and shove some of your constituents out of the opportunity of remaining in Federal employment. That is unfair to my constituents and yours who seek Federal employment. Another thing it does.
