If you want to practice economy just go back to the action of the Democratic committee. when the Committee on Appropriations was in the hands of the present minority. as I pointed out. where a total cut of 14 percent from the 1947 bill for this appropriation was made as compared with only 6 percent in the instant bill. In passing. the chairman also mentioned that they were going to strengthen the border patrol and the enforcement of immigration laws. A perusal of the testimony taken from the officials of the Immigration and Naturalization Service shows that the nonsensical cut made a year ago had such a great effect upon the patrol of our borders. upon the enforcement of our immigration laws. upon the procedure for the expulsion of undesirable aliens such as Communists. convicted felons. and such other people. that it was just all shot to pieces. So now this year they do not like to believe that these same officials of the Immigration and Naturalization Service mean it sincerely when they say. "We need so much money." This year the budget says. "We need. in order to strengthen our border patrol and keep these Communists and people that we do not want in America out of America. and to enforce our immigration laws. a total of $27.125.000." The committee gave What is known in Appropriations Committee parlance as a token cut. A token cut is a cut which is designed merely to show those down in the departments that the committee really looked at the item. It therefore cut $225.000 from such a grand total as $27.125.000.
