Now $15.000 may not seem very much. but a great deal could be done in the Virgin Islands with that amount of money toward making the people down there more selfsufficient. I have visited the Virgin Islands at least half a dozen times. and am confident that with some practical cooperationand we have never given them any practical cooperationwe could save hundreds of thousands of dollars in money that we are now obliged to appropriate to keep things going down there. I visited Haiti early in December for the first time since 1939 and was greatly impressed there with what one refugee from Europe had been able to accomplish toward making the Haitian people more selfsufficient. This individual had established. out of his own pocket. a trade school in PortauPrince where the natives have been taught handicrafts. As a result. they are now taking in thousands of dollars a year selling the products of that institution to tourists and others.
