Jefferson. Madison. Jay. and that host of immortals who founded this country. These immigrants see it. They see it with aclearer vision than we of more ancient migration. Mr. Chairman. there is a Job to do. I insist that it be done in the best tradition of our America. To better understand our present position. let me review the basic steps that find us where we are. Then let me suggest the materials we possess for a constructive solution. The days of the shooting war arc over. Looking back we can see now that. although they were days of hectic hurry. violence. despair. tragedy. and triumph. they were not. in some ways. too difficult.
