Mr. President. I should prefer not to take snap judgment on a bill of such importance. As I have said. I would be willing still further to restrict immigration. I do not think I would be willing to go so far as absolutely to bar the entry of all hardship cases for a period of 5 years. We have been living in a very chaotic world. many families have been divided. many American citizens have been overseas and have not been able to return home. In order to prevent hardships I would not .commit myself to a support of so comprehensive a bill.
