Mr. Chairman. this legislation. as the distinguished gentleman from Illinois has just told us. is not an immigration measure. It Is an amendment to the Nationality Act. Prior to the passage of the Nationality Act of 1940. persons born in the United States who were taken abroad by their parents and whose parents became citizens of a foreign country could retain American citizenship and at the same time claim citizenship. in such foreign country. That is. provided they did not renounce American citizenship. It is known as dual citizenship. There were thousands of people who came under this classification of dual citizenship.
