Mr. Chairman. I Just wish to make this announcement to the House. that H. R. 387 -is a bill to amend the Nationality Act of 1940. not the immigration law. In view of the fact that the gentleman from Kansas worked in the preparation of that nationality act. and in all probability knows more about the details of that act than any other member. I am asking the gentleman from Kansas at this time to explain the provisions of this bill and to tell us exactly what it does and also what it does not do. I yield to the gentleman from Kansas such time as he desires to take.
