It is impossible for the Senate and the President to agree to supply that force by any treaty whatsoever. because it is the Congress that has the sole power to raise and sup. port armies and that includes the House. We may make appropriations for that purpose but we cannot make them for. longer than 2 years. There are hun. dreds of treaties that are handed to the Senate for ratification that have noth Ing to do with peace. There are treaties on copyrights and patents. there are treaties on immigration and naturalization. on radio. on aviation. and all sorts of things that are properly subject to the powers of the whole Congress. not the Senate alone.
