Mr. Chairman. this bill deals with the children of the members of our armed forces. Under the Nationality Act of 1940 a citizen must have resided in the United States for 5 years after his sixteenth birthday in order to transmit citizenship to children borne by a noncitizen wife. We all know that our boys are being drafted at 18 and 19 years of age. Many of them marry in the European theater of war and children are born of such marriages. These children under the existing law are aliens. H. R. 388 has been requested by the War and Justice Departments. to correct this situation. to amend the law so that a citizen can transmit citizenship to his children if he has resided in the United States for 5 years after his twelfth birthday. instead of his sixteenth birthday.
