The Chinese. Mr. Chairman. are not in the same position as the other Asiatic nations. It is amazing to read the history of our foreign policy for the past 150 years. In that time we have been proBritish and antiBritish. we have been proItalian and antiItalian. we have been proGerman and antiGerman. and the same has been true with these and other countries toward us. But may I say to this House over a period since the dawn of the American Republic there has been one friend of America all the time and every time. and that has been the Chinese. they have never wavered. and that includes the Boxer Rebellion. because in that instance they were only protecting themselves.
