Yes. We are in no wise making a State out of Puerto Rico. The term "State" is used only insofar as the question of naturalization is concerned. That is all there is to this. It is used only insofar as the naturalization laws are concerned. The citizens of Puerto Rico are citizens of the United States with the exception of a certain few there. Under a law that was passed about the time we took over Puerto Rico it was provided that if the people of Puerto Rico so wished they could retain their allegiance to the Spanish Government. It just seems to us that if Puerto Rico is a part of the United States then the people born in Puerto Rico ought to be citizens of the United States.
