Mr. Speaker. the Dies bill . which will be under consideration when the rule is adopted. is a compromise measure. As is well known. for some 5 or 6 years there has been an attempt. heretofore futile. to work out some sort of fair compromise on the deportation question as well as in reference to the meritorious cases. It was a most difficult task to find any common meeting ground. because on this question. particularly. as well as on practically every other question. there are extreme views on both sides. We know. of course. that legislation of all kinds and character is necessarily the result of compromise.
