As I understand the Senator. he is trying to avoid what he concedes to be the injustice of requiring a vessel to pay the expense of deportation where it ships in an American port a seaman under circumstances that apparently would indicate that he is competent to discharge the duties devolving upon him as a cook or as a sailor. and upon the return of that vessel to the port of the United States the ineligibility of that individual to remain in the United States is discovered and he is deported. The Senator thinks that the vessel that shipped him out and brought him back ought not to be charged with the expense?
