the following reservation to the resolution of adhesion on the part of the United States to the protocol of signatures of the statute for the Permanent Court of International Justice : " That the Permanent Court of International Justice shall not have jurisdiction to render advisory opinions on any question which affects the admission of aliens into the United States. their examination for entrance. their deportation. or the admission of aliens to the educational institutions of the various States. or their condition under the laws of the various States. nor shall any judgment of the court. rendered pursuant to Part XIII of the treaty of Versailles. which confers compulsory jurisdiction upon the court in certain labor disputes. be applicable to the United States without the express consent of Congress. The court shall be bound by the principle that international law recognizes the authority of the law of the United States within its own jurisdiction as applied to aliens who may seek entrance or who are domiciled in the United States. -and that such court shall assume no duties. under paragraph 1 of the statute. which provides that the jurisdiction of the court extends to all matters specially provided for in treaties and conventions in force. other than to hear and determine suits between States."
