Because I believe that the method adopted for the selection of the judges to compose that court is the fairest method ever adopted for the selection of judges for an international tribunal. Because I believe. from a careful reading of the statute creating said court. and from its record it is a court that will do equal and exact justice in all the controversies submitted to it. Because I believe that tile reservations made a part of our acceptance of the court make It impossible for any purely national question like immigration. tariffs. state debts. or other similar questions. or for the Monroe doctrine or other purely American question to be subjected to the jurisdiction of the court. Because. while I do not believe that the first reservation. namely. "That such adherence shall not be taken to involve any legal relation on the part of the United States to the League of Nations or the assumption of any obligations by the United States under the treaty of Versailles." is a true statement of fact. still I think it is harmless and without value. Because the reservations eliminate advisory opinions without the consent of the United States.
