We have there 100.000 men and women who have gone to our schools of Americanization and are now ready to take on citizenship. They are a proud and a sensitive group. They will be hurt. they will be offended. and they will lose their patriotic impulses. I fear. i they are not permitted the opportunity to take on citizenship. Under the system which is proposed by the committee amendment and under the only system which can be carried out in New York under it. I doubt if more than 10.000 persons per year can- be naturalized. in the city. It will take 10 years to take care of those who are now ready for naturalization. Ah. Mr.
