Mr. President. let me ask the Senator from Ohio whether ie sees any objection to pursuing a course which the Federal Government has pursued repeatedly since its foundation. to utilize State courts and State machinery. in some instances paying for the same. where it seeks to accomplish the end which the Government has In view. May I say to the Senator also that in the past we have employed State courts and the machinery of the State courts. and my understanding is that the Government has paid some of the expenses incurred in the naturalization of aliens where they were naturalized in the State courts.
