Mr. Speaker and Members of the House of Representatives. the bill which was introduced by Representative SABATH and which has been favorably reported by the chairman of the Committee on Immigration. the gentleman from Washington is a just and humanitarian measure. This resolution permits to remain within the United States certain aliens in excess of quotas fixed under the immigration act of May 19. 1921. A little over 8.000 persons were admitted under certain decision of courts afterwards held invalid. They are now in the United States. Nearly 3.000 were admitted under the socalled Knox decision. afterwards reversed. They are now in the United States.
