The United States has a passport system by which visds are required on passports issued by other countries. In spite of that we have a period of congestion at Ellis Island. which is unfortunate. The purpose of this bill is to provide a plan which would relieve the congestion and reduce the immigration 50 per cent. The direct blood line of relatives in the last House bill was extended to collaterals. thus making it an indefinite number. The result of all that is that it was finally rejected. and the percentage system substituted. both -being in the hope of reducing temporarily immigration until we can find out where the world is going to light and how our passport system is going to be straightened out.
