Under that term "constitutional psychopathic inferiority" you could keep out absolutely any person in the world. I know that in the Twentyninth ])ivision during the war we discharged for "constitutional psychopathic inferiority" a large number of men that had come into the division. Under that clause you could keep out any undesirable alien.
