I want to remind the Members of this House there is today and there will be -tomorrow a dearth of basic labor in this country. Let me remind Members of the House that the people who built the subways of New York. the people who built the rail roads. do not live in this country today. They have graduated. because the man who built the subways -during the war .obtained a position in an ammunition factory and recefred from :six to seven and eight and -ten dollars a day. and that man. or the immigrant son of Ihnt man. will not do that kind of work today. You are .oing to find. when you pass your permanent tariff bill and you open up our factories nd you begin turning the wheels of industry. that there is going to be a shortage of basic labor in this -country. and I refer to the iman or the woman who is willing to do a hard days work for $3.50 a day. the man who does not compete with American labor. the man who does not do the skilled work of our country today. You have passed a socalled emergency tariff bill.
