SO that the reservation now pending will read as follows: That the United States is not required and hereby declines to submit to the league. its council or assembly. for decision. report. or recommendation any matter which it considers to be a domestic question. such as immigration. labor. tariff. or other matter relating to its internal or coastwise affairs. Mr. Preident. I take it that the reservation read in connection with the resolving clause will still retain substantially the same idea that I had in proposing my original reservation.
