I wish to ask the Senator from. Georgia what effect -would this reservation have upon the commerce through the Panama Canal. and what effect would it have in bringing the Panama Canal under the jurisdiction of the Letgue of Nations? From a hurried examination of the reservation which has now been offered by the Senator froim Nebraska. in my opinion it would put the.control of the Panama Canal under the jurisdiction of tie council of the League of Nations.
