We all concede that.the covenant as written does require it. To relieve it from any ambiguity. and really to take care of the United States instead of interfering with the status of all members of the league. I suggest substituting the words " the United States will not." so that it will read: That the United States will not submit to the league. its council or assembly. for decision. report. or recommendation. any matter which it considers to be in International law a domestic question. such as immigration. labor. tariff. or other matter relating to its internal or coastwise affairs.
