President. I desire to offer two amendments. one to the amendment offered by the Senator from Nebraslka and one to the reservation of the committee. I wish to offer an amendment to the substitute of the Senator from Nebraska striking out the language " no member nation is required to" and substituting " the United States will not." As the substitute of the Senator from Nebraska reads it is: That no member nation Is required to submit to the league. its council or assembly. for decision. report. or recommendation. any matter which it considers to be in international law a domestic question. such as immigration. labor. tariff. or other matters relating to its internal or coastwise affairs. Really. I do not think this statement is true.
