I do not think that can be done. I think that the ratification of the covenant of the League of Nations would be absolutely void. This reservation provides thatThe United States reserves to itself exclusively the right to decide what questions are within its domestic jurisdiction and declares that all domestic and political questions relating wholly or in part to its Internal affairs. including immigration. * * * are solely within the jurisdiction of the United States and are notunder this treaty to be submitted in any way. eithei to arbitration or to the consideration of the council or of the assembly of the League of Nations. The evident intent and purpose of that is to provide that those things which are not included in this reservation shall be submitted to the consideration of the assembly of the League of Nations. I mention the assembly because that is the higher body. it is the court of appeals in this constitution of the federated.
