How can a domestic question fail to relate to the Nations internal affairs? Why put in that language of confusion and doubt? So. Mr. President. I shall offer. as I offered on the former occasion. the following substitute for the pending reservation: That no member nation is required to submit to the league. its council. or* its assembly for decision. report. or recommendation any matter which it considers to be a domestic question. such as immigration. labor. tariff. or other matter relating to its internal or coastwise affairs.
