That same argument applies to every bureau and every department of the Government. If we are going to have a civil service. we ought to have it. If we do not want it. we ought to abolish it. We should not allow the Naturalization Bureau and Service to employ people who have not taken the civilservice examination. and then at a time when there are more employees than were ever known before cover them all into the civil service. That is the wrong of this amendment. and that is the reason why I ask that the Senate disagree to the amendment.
