Mr. President. I hope that the Senate will not adopt this amendment. or. if it does adopt the amendment. that it will do away with the Civil Service Commission entirely. This is only a beginning. The Naturalization Bureau. I presume. now has more employees than It ever has had. and many of them have been employed. I am sure. without any civilservice examination whatever. I am not finding fault with the bureau for employing men and women without examination under the conditions existing today. but I do find fault that as soon as they are in the service without examination. and at a time when it is impossible for the bureau to secure a greater number of employees than needed. such employees are covered into the civil service without examination of any sort whatever.
