Mr. President. this affects only a very few menno great number of men. All of the employees 4n this District are taken under the civil service. except a few men. An act passed at the last Congress providing for the naturalization of certain soldiers in the camps required the employment of lawyers to look after that naturalization. They had to be good lawyers. and the civilservice register could not furnish them. Therefore they authorized the bureau temporarily to appoint these men to do this work that has to be done by a good lawyer. So they appointed those men and are now using them. and the Civil Service Commission now insists on their standing an examination.
