President. it is made in the same way that the discovery is now made with respect to those wvho were anarchists when they came here. and where the discovery was made within five years. I will say to the Senator that it does not change the principles of the present law in that regard. excepting in this particular instance: As I understand the existing law. the person must have been an anarchist when lie came here. Under the pending bill If lie became an anarchist or if the fact developed that lie was an anarchist after his coming into the United States. that would subject him to deportation in exactly the same way that lie is now subject to deportation if ie was an anarchist before lie came and if the fact is discovered within five years. I should say to the Senator that the fiveyear limitation is removed. and I think that is the principal object of the bill. It is contended by the Department of Labor that there are a gpod many anarchists here. particularly in the farwestern States. and it is claimed that they are coached when they conie here not to reveal the fact that they are anarchists within a period of five years. After the expiration of the five years it is alleged that they become extremely active. because they enjoy perfect immunity. The object is to take away that immunity and to subject them after five years to exactly the same liability to deportation as if the fact were discovered before five years.
