Now. the pending bill enllimerates exactly the same classes as the existing law. with the addition of the class of those wiho become anarchists after their arrival. but the pending bill says "Anarchisls. or aliens who" instead of "or persons who." It is insisted by someI think the representatives of some of these aliensthat the word "persons" is simply definitive of the word "anarchists." and that the various classes enumerated ilo not constitute separate categories. and that proof nmust be made in each instance that the alien is an anarchist and that he openly advocates the destruction of government. and so forth. It is to make it more explicit in that regard that the word "aliens" is used Instead of "persons." so as to indicate that it is an enumeration of separate and distinct classes. That is the principal object of the bill. There is no revolution. I may say. in the existing immigration law.
