Mr. President. not only have we been the placeof refuge to which political refugees and those persecuted may. come from all the countries of the earth. and receive protection. but we have also been. exploited. by citizens of the other- nations of the world until we are not a homogeneous people in any sense of the word. The consequence is that conditions just: such. as those referred to. by the Senator from. Massachusetts. the Senator from Connecticut the Senatorfrom Ohio. and others have arisen.. where we have districts. precincts. municipalities.. counties all over our country largely inhabited by citizens of other. countries or citizens of the United States of the first or second generation.
