No. not in this bill. but we can pass a law and authorize deportation. If there be no treaty between this Government and another that forbids it. we would have a right under the general rules of international law to deport. We .can send these men home to their own countries.. Whenever. zin the .opinion of the -Government of the United States. their presence here is not acceptable. we can send them out of the country. send them to Italy. send them to France. or to England. or wherever .they belong. But. Mr. President. there is no kind .of doubtI state this with positive .convictionthat. aside from any question involving a -treaty. 1to pass this law -is to set aside the established rules of international law that have hitherto governed nations with respect to this matter.
